Yes, you can if you lymph nodes were removed, the risk is permanent.
I developed lymphedema in two and a half years after my mastectomy, because much time had passed, I forgot enough care of my arm, and I think it took several serious level soared.
I hope you still do not have lymphedema, or they follow the guidelines for the care you have given your arm - really not worth the risk
